U.S. Term Limits announced today that former Texas State Representative Jarvis Johnson has agreed to serve as Texas State Co-Chair for the organization. Johnson brings more than three decades of public service and legislative experience to the effort to enact congressional term limits, a reform that polls show enjoys widespread public support.
Johnson served in the Texas House of Representatives from 2016 through January 2025, representing District 139. During his tenure, he championed legislation on public education, mental health, criminal justice reform, and economic opportunity. He also helped secure more than $2.1 billion in investments for flood control, infrastructure, historically Black colleges and universities, and neighborhood revitalization. Prior to the legislature, he was one of the youngest individuals elected to the Houston City Council, representing District B.
“I am honored to serve as Texas State Co-Chair for U.S. Term Limits and help advance this important cause,” Johnson said. “Americans are frustrated with a Congress that has become increasingly disconnected from the people it serves. Congressional term limits will help restore accountability, encourage citizen leadership, and bring fresh ideas and new energy to our nation's capital.”
Johnson emphasized that the Founding Fathers never intended public office to become a lifetime career. “When elected officials remain in office for decades, Washington becomes more focused on preserving political power than solving the problems facing hardworking Americans,” he said. “Term limits will help ensure that elected officials remain focused on serving the people rather than serving themselves.”

U.S. Term Limits is the nation’s largest grassroots advocacy organization dedicated to establishing term limits at all levels of government, particularly for the U.S. Congress. The organization works with citizens and lawmakers across the country to advance constitutional reforms that increase accountability and restore trust in government.
Johnson’s appointment comes as term limits remain a popular issue among voters. According to U.S. Term Limits, over 75% of Americans support congressional term limits. The organization has been working with state legislatures to pass resolutions calling for a constitutional convention to propose a term limits amendment.
