Todd Gross's new book, Who Decides? Transform How Decisions Are Made in Your Organization, became a #1 International Best Seller following its July 2026 launch, according to a press release. The book draws on Gross's more than 30 years of experience working with leaders and organizations to tackle problems such as accountability, execution, ownership, bottlenecks, and stalled growth. Gross discovered that these issues often share a surprisingly simple root cause: decisions are being made by the wrong people, at the wrong level, or without a common understanding of who actually owns the decision.
Who Decides? provides leaders with a practical framework for changing that dynamic. It helps them examine not just what decisions are made, but where they should be made, who should own them, when collaboration is necessary, and how to develop people capable of making increasingly important decisions without escalating everything up the organizational ladder. Central to the book is Gross's Five Levels of Decision-Making, a framework designed to give organizations a common language for decision ownership and communication. The book also explores decision severity, stakeholder priorities, emotional pressure, risk, judgment, resilience, delegation, and the development of a decision-making culture.
Gross said, "Are the right leaders making the right decisions at the right level within the organization? Organizations generally don't have a good language to talk about that, and they don't teach it." Rather than writing another theoretical leadership book, Gross intentionally built Who Decides? around models leaders can immediately use with their teams. "There is behavioral science and there is psychology in the book. That's not the point of it," Gross explained. "It's how can we make this simple so that people can use it in the organization." The result is a practical field guide for executives, managers, entrepreneurs, board members, and frontline leaders who want to remove decision bottlenecks, create clearer ownership, and build teams that can move without constantly waiting for someone above them to decide.
Steve Kidd, host of Thriving Entrepreneur, said, "The question isn't whether leaders can make good decisions. The real test of leadership is whether you've built people who can make good decisions when you're not in the room. Todd gives organizations a practical language for doing exactly that." For leaders wondering where to begin, Gross recommends looking for what he calls the organization's "choke point"—the place where progress repeatedly stops while everyone waits for someone to make a decision. "If you really step back and take a look at it, you'll be able to identify, 'Yeah, things get stuck here,'" Gross said. "When you can identify that, then you can start figuring out ways to open that choke point up."
