Los Angeles renters face a shifting landscape as new California security deposit laws take effect, capping deposits at one month's rent and requiring landlords to document cleaning claims with photographs. The changes, stemming from Assembly Bill 12 and Assembly Bill 2801, aim to reduce upfront costs for tenants while increasing transparency in deposit deductions. However, the rules also heighten the stakes for tenants: a smaller deposit means a single cleaning charge now consumes a larger share of what they have at stake.
Under Assembly Bill 12, which took effect July 1, 2024, most security deposits are limited to one month's rent, down from the two months many landlords previously collected. Assembly Bill 2801 adds a second layer, phasing in a requirement through 2025 that landlords photograph a unit before and after any cleaning or repairs charged against a deposit. Separately, California Civil Code 1950.5 gives landlords 21 days to return a deposit or send an itemized statement, and requires copies of receipts for any deduction over $125.
These rules cut both ways, according to industry observers. A smaller deposit means a single cleaning charge now consumes a much larger share of what a tenant has at stake. At the same time, the new photo requirement means a landlord has to document any cleaning claim, which gives a prepared renter more leverage than before. Renters and landlords are now focusing on hiring professional inspection-grade move-out cleaners to prove the work was done properly. Unlike standard cleanings, a move-out clean is performed in an empty home, so it reaches the interiors an inspection actually checks: inside cabinets and drawers, ovens, refrigerators and pantry shelving.
Citrus Fresh Housekeeping, a South Bay Los Angeles house cleaning company, says they finish every job with an itemized receipt on company letterhead, which a tenant can hand a landlord as proof the unit was professionally cleaned. The company recently contributed to a detailed move-out cleaning guide that walks renters through the full checklist and the current deposit rules.
“Renters call us every week asking whether the clean will pass inspection and whether they will get a receipt for their landlord,” said Lucy, customer service representative at Citrus Fresh Housekeeping. “With deposits now capped at a single month of rent, that receipt matters more than ever. A move-out clean that actually opens the cabinets and the oven, paired with an itemized invoice on our letterhead, gives a tenant something concrete to show when the deposit is on the line.”
The company notes that the same documentation helps landlords and property managers, who can use the itemized receipt to show an outgoing tenant exactly what was cleaned during a turnover. It also cautions that no cleaning company can promise a deposit will be returned, since that decision rests with the landlord. A professional clean removes cleanliness as a reason to withhold a deposit, and the receipt provides evidence if a charge appears anyway.
