The nationality law was revised under Lei Organica n.o 1/2026, which entered into force on 19 May 2026. The change replaces the previous flat five-year residency requirement for naturalization with a system that varies by nationality. Applications formally submitted before the law's entry into force will continue to be assessed under the prior rules. This reform concerns naturalization only and does not alter the Golden Visa residency-by-investment program, which retains its existing path to permanent residency and established minimum stay requirements.

The distinction is important for investors and families considering Portugal, as the Golden Visa program offers an alternative route to residency that is separate from naturalization timelines. According to Flyto Relocation's European Relocation Report 2026, based on 7,396 international relocation quotes and 7,457 move enquiries, 41% of moves concerned destinations grouped as Southern Europe, including Spain, Italy, Portugal and Greece. Portugal accounted for 342 of the enquiries in that dataset.
