Wrap Technologies and XINSURANCE Launch Safe Response Program for Private Security

Wrap Technologies, Inc. (NASDAQ: WRAP) and XINSURANCE have announced a strategic partnership to launch the WRAP Safe Response Program, a certified operating standard for organizations that employ or contract security personnel. The program aims to establish a documented standard for training, equipment, and response to prevent encounters from escalating, targeting a U.S. workforce of approximately 1.28 million security guards across corporations, healthcare systems, schools, retailers, hospitality properties, transportation networks, critical infrastructure, and other environments.

The initiative follows a June 15 ruling by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that classified the BolaWrap 150 as neither a firearm under the Gun Control Act nor a weapon under the National Firearms Act. This removes a federal barrier to its use as an early intervention option for unarmed security personnel, potentially expanding the market for non-lethal restraint tools beyond law enforcement.

Under the partnership, WRAP will own, certify, and audit the Safe Response standard. Organizations can adopt the standard for their own security operations and require contracted security providers to certify personnel under the program. XINSURANCE will handle insurance activities contemplated by the program, including product design, underwriting, pricing, placement, policy servicing, and claims.

“This partnership is a significant step in bringing a standardized, non-lethal approach to private security,” said a spokesperson for WRAP. “By providing a clear framework for training and equipment, we aim to reduce injuries and improve outcomes in situations that currently often escalate to higher levels of force.”

The program addresses a critical need in the private security industry, where security guards often face volatile situations without the tools or training to de-escalate safely. The BolaWrap 150, which deploys a multi-sensory distraction followed by a non-lethal restraint, is designed to create time and distance in non-criminal calls, reducing the risk of injury to officers, subjects, and the community. Used by over 1,000 agencies across the U.S. and in 60 countries, the device is backed by training certified by the International Association of Directors of Law Enforcement Standards and Training (IADLEST).

WRAP’s broader public safety portfolio includes the Wrap Reality immersive training platform, WrapVision body-worn camera system, and next-generation counter-unmanned aircraft systems (C-UAS) solutions. These technologies aim to provide safer, scalable, and cost-effective options for public safety, defense, and critical infrastructure markets.

The partnership with XINSURANCE is expected to accelerate adoption by providing insurance products tailored to the program, mitigating liability concerns for organizations that implement the standard. This could be a game-changer for enterprises that carry security-related risk, allowing them to establish a consistent, certified standard across their properties and contracted security operations.
