Hong Kong Science and Technology Parks Corporation (HKSTP) has signed a strategic memorandum of understanding (MoU) with Visa, the global digital payments leader, to accelerate fintech development in Hong Kong through AI-enabled and agentic commerce, digital payment adoption and use cases, and engagement initiatives. The agreement, announced at FinTech Week x StartmeupHK Festival 2026, is expected to expand combined networks in the banking, financial services, and insurance sector and bring the public-private community closer together.
“Collaboration across industries and sectors has always been central to what we advocate,” said Terry Wong, CEO of HKSTP. “This signing represents not only a strategic partnership, but a testament, at the same, to our expanding network supporting the growth of tech ventures, and a reflection to our continued commitment in advancing the city’s I&T landscape.”
Paulina Leong, General Manager of Visa Hong Kong and Macau, said HKSTP has built a vibrant ecosystem that gives start-ups the environment to innovate and grow. “We can bring Visa’s global network, technology and expertise to help innovators turn promising ideas into trusted, real-world solutions and scale them to markets around the world,” she added.
The significance of the partnership lies in its potential to connect Hong Kong’s innovation and technology ecosystem with a global payments network, giving local fintech ventures a pathway to international markets and real-world deployment. For readers and industry players in banking, insurance, and technology, the MoU signals closer coordination between a major payments player and the city’s flagship science park, which could accelerate the commercial adoption of AI-driven financial services.
Two additional MoUs were signed at the event. Park company Fill Easy and AIR by Animoca Brands, a known fintech entity, are pursuing qualification for trust service provider status under the EU’s eIDAS 2.0 framework. Separately, AIVI Technologies and CASH Group are launching AI-powered thematic index solutions on the Quantphemes trading platform, with the CASH Quant Finance Lab operated within the ecosystem.
Across the two-day event, 20 tech ventures showcased innovative solutions spanning Wealth & RegTech, Web3 & Digital Assets, Life & Health InsurTech, and GreenTech with the adoption of AI. Panel discussions brought together industry leaders, ecosystem partners, and policymakers to exchange views on fintech development and AI and deep-tech applications. The showcases, business matching, and collaboration opportunities were positioned as evidence of Hong Kong’s capabilities and determination in advancing fintech and solidifying its role as a connector of sectors and markets.
The announcements matter because they link Hong Kong’s start-up ecosystem to global payment infrastructure, European regulatory frameworks, and AI-driven trading products, potentially widening market access for local ventures. More information about HKSTP is available at www.hkstp.org.
